Re-ACT Lab launches a new Toolkit for Municipal Political Leaders on Strategic Public Procurement

Re-ACT Lab’s ProcuRe-ACT Competence Centre has launched the Strategic Public Procurement Toolkit for Municipal Political Leaders, with the support of the Better Politics Fund.
Kosovo spends about one euro in every three of its budget through public procurement, and most contracts still go to the lowest price. The law already allows municipalities to buy on value, so they can also create local jobs, lower energy bills and support local businesses. Our research shows what is missing: officers need clear backing from their leaders.
This toolkit is written for mayors and municipal assembly members. It’s practical and easy to use. It includes a ready-to-sign memo that gives officers political backing, ideas for ten common municipal tenders, and answers to the questions leaders hear most often.
"Officers choose the lowest price because it’s the safest choice. Only political leaders can change that, and it takes just one decision,” said Gresa Smolica, Executive Director of Re-ACT Lab. “Our message to every municipal leader is simple: pick one contract, and the Centre will support you all the way."
The toolkit is available in Albanian and English, accessible by clicking the button below 👇
Re-ACT Lab promotes research and innovation as a means to advance governmental and policy-making reforms in Kosovo and regionally.
