POLICY ANALYSIS FRAMEWORK AND METHODOLOGY:
Assessing the Resilience of the Kosovar Society to Ecological and Institutional Shocks
The Policy Analysis Framework and Methodology (PAFM) is designed to systematically assess how public policies in Kosovo contribute to societal resilience against ecological and institutional shocks. In a world facing complex challenges like climate change, economic crises, and hybrid threats, the framework offers a structured approach to evaluate policy effectiveness in the specific context of the Western Balkans. The methodology classifies shocks into three categories—covariate, seasonal, and long-term stressors —and analyses policy responses through the ‘4Rs of Resilience’ framework: Robustness, Redundancy, Resourcefulness, and Rapidity. Through this analytical lens, the framework aims to identify gaps in existing policies and provide concrete recommendations, questioning how current strategies can be enhanced to ensure long-term societal stability and build a more resilient future for Kosovar society.
The PAMF was developed as part of the "Assessing the Resilience of Kosovar Society to Ecological and Institutional Shocks" project, an initiative supported and implemented in cooperation with the Friedrich Ebert Stiftung - Pristina Office. The PAFM is the intellectual property of Re-ACT Lab and may be used, adapted, or referenced by external actors only with prior permission and with clear attribution.
