This shift is best understood not as a centrally engineered strategy but as the product of a flexible, chair-driven format adapting to successive external influence and shocks. A central concern remains the political attention: as security files rise up the agenda, the foundational work of economic convergence and the green transition risks being overshadowed. Because the Berlin Process is a process rather than an institution, the answer lies not in new structures but in working with the grain of its informality to keep those foundational pillars at the leaders’ level.
