Assessing Kosovo's Regulatory Framework Against Labour Shifts due to Automation

Labour shortages driven by automation are emerging as a long-term stressor to Kosovo’s labour market and institutional resilience. This policy brief analyses how automation-induced labour shifts expose structural weaknesses in Kosovo’s regulatory framework, particularly in skills development, labour market governance, and crisis response mechanisms. Using the ‘4Rs of Resilience’ framework, the analysis finds low overall preparedness, with limited redundancy and rapid-response capacity despite recent strategic efforts to address skills mismatches. The brief outlines targeted recommendations to strengthen labour market coordination, modernise regulatory frameworks, and improve institutional readiness for future automation-driven shocks.
