Assessing Kosovo's Regulatory Framework Against Generation Vulnerability

Energy adequacy shocks, driven by sudden power plant failures, are emerging as a critical threat to Kosovo’s energy security and institutional resilience. This policy brief analyses how generation vulnerability and a dependence on aging coal infrastructure expose structural weaknesses in Kosovo’s regulatory framework, particularly in supply continuity, backup reserves, and emergency response mechanisms. Using the ‘4Rs of Resilience’ framework, the analysis finds moderate overall preparedness, featuring strong structural planning but limited redundancy and rapid-response capacity in the face of sudden disruptions. The brief outlines targeted recommendations to develop new domestic generation capacities, strengthen institutional coordination, and establish proactive risk-preparedness action plans for future energy-driven shocks.
