Assessing Kosovo's Regulatory Framework Against Disinformation and Hybrid Threats

Disinformation and hybrid threats have become a persistent challenge for Kosovo’s institutional and societal resilience. This policy brief analyses how these pressures exploit regulatory gaps - particularly in the largely ungoverned digital information space - and assesses Kosovo’s preparedness using the ‘4Rs of Resilience’ framework. While cybersecurity measures show notable progress, weaknesses in online media regulation, coordination, and rapid response leave the country vulnerable to fast-moving influence operations. The brief outlines targeted recommendations to modernise Kosovo’s information governance and strengthen its ability to withstand these evolving shocks.
