Assessing Kosovo's Regulatory Framework Against Digital Divide

Kosovo is in a period of rapid digital transformation, but this progress masks a growing risk to its social and institutional resilience. This policy brief, provides an in-depth analysis of this challenge, arguing that the digital divide has evolved from a simple gap in access to a complex systemic shock. It explores the country's 'coverage paradox', where high internet penetration fails to translate into the advanced skills and meaningful usage necessary for economic and social empowerment. The brief assesses Kosovo’s regulatory framework using the ‘4Rs of Resilience’ framework, diagnosing critical weaknesses that leave the nation vulnerable to disruption. Ultimately, it lays out a strategic roadmap for a necessary shift from an infrastructure-first mindset to a human-centric approach focused on building a more equitable and resilient digital future.
