Comparative Study Between Berlin Process and EU-CELAC Process
Gresa Smolica, Sokol Zeneli and Cristopher De La Torre
For almost a decade now, the Berlin Process (BP) has attracted the attention of anyone interested in EU foreign policy and integration policies. Despite its successes, the BP has been criticised for lacking a formal coordination mechanism, and its existence as an informal forum of dialogue and cooperation has been questioned many times.
This research study looks into the role of informality driving the BP, led by the premise that it is precisely this element that has made the BP a successful tool driving the alignment of WB6 with the EU standards. Its novelty relies upon the comparative element it brings as we delve into a similar case - the EU-CELAC Process. In light of enlargement fatigue, the key recommendation of the study is to further develop informal means of cooperation within the BP, which help sustain the integration and ensure the region slowly converges until formal conditions are fully met.
