Gresa Smolica is a Doctoral Candidate at Freie Universität Berlin researching varieties and regimes of public procurement. She completed her Master’s Degree in Data Science for Public Policy at the Hertie School in Berlin. Gresa’s research mainly focuses on policy design and applying data science methods for more informed policy-making. During her Master’s studies, she was engaged as a Research Assistant at the Hertie School in two projects focusing on measuring anti-corruption indicators and analysing the role of automation in the labour market and the welfare state development.
Gresa has extensive experience with the civil society in the WB6 region in the areas of public procurement and European integration. Prior to her engagement with Re-ACT Lab, Gresa worked with Cooperation and Development Institute in Albania in the area of EU Integration, Connectivity Agenda and Integrity Compliance in Infrastructure Projects. She also cooperated with Open Contracting Partnership to monitor the progress of public procurement reforms in Albania and Kosovo, and implement Transparent Public Procurement Rating for Kosovo. She was part of the core team behind the first Open Procurement Transparency Portal, implemented by Levizja FOL and USAID Kosovo. Her experience was showcased in regional and international forums such as Tirana Connectivity Forum, Bled Strategic Forum, WB6 Civil Society Forum, CEPS Ideas Lab, etc.
